Colonel Dallaire enlisted in 1994. As a junior officer, he served as a troop leader, battle captain, deputy squadron commander, and unit Adjutant. Promoted to the rank of major, he served as company commander at the 2nd Canadian Division Training Center and as squadron commander at the 12e Régiment blindé du Canada.
Following the Command and Staff programme at the Canadian Forces Command and Staff College, Colonel Dallaire was assigned to the 4th Canadian Division as J3 Domestic Operations. In 2015, he was posted to the Canadian Joint Operations Command, first serving as a staff officer to the commander, before becoming J5 Africa. In May 2018, he took command of the Operations Service of the 2nd Canadian Division Support Group, where he remained until 2020.
Upon his return to Ottawa after his unit command, he served as Chief of Staff within the Canadian Armed Forces Transition Group. In 2022, he was transferred to the Strategic Joint Staff where he served as the Director Current Operations for a year. In summer of 2024 and following the completion of the National Security Programme at the Canadian Forces College, he assumed the duties of Director Royal Canadian Armour Corps and was appointed Commander of 2 Canadian Division Support Group.
Colonel Dallaire has participated in four operational deployments. In 2001, he was deployed to Bosnia and Herzegovina as a troop leader. From 2009 to 2010, he served in Afghanistan as the Executive Assistant to the Commander of Task Force Kandahar. In 2014, he was attached to NATO Allied Joint Force Command (Naples) as Land Operations Planner in the first days of Operation REASSURANCE. Finally, he was deployed as the first chief of staff for the establishment of the Middle East Task Force Headquarters, initially set up to be in Jordan. For his performance during these deployments, he received two commendations at the command level.
Colonel Dallaire is a graduate of the Royal Military College of Canada with a bachelor’s degree in Political Science and Economics. He also holds a master’s degree in Defence Studies.
James Edward Lockyer is a proud Maritimer, a twenty-three-year Canadian Armed Forces veteran, and a law professor. From 1983 to 1999, Professor Lockyer held public office at the municipal and provincial levels. He was appointed the 17th Colonel Commandant Royal Canadian Armoured Corps on 1 June 2024.
Professor Lockyer received a Bachelor of Arts from Mount Allison University in 1972 and earned a Bachelor of Laws (LLB) at the University of New Brunswick in 1975. He obtained his Master of Laws (LLM) from the London School of Economics and Political Science in 1976. He obtained his Diplôme d’études Approfondi (DEA) from the Université de Paris 1 (Panthéon-Sorbonne) in 1979.
After admission to the Barrister’s Society of New Brunswick in 1975, Professor Lockyer practiced law with the Moncton law firm of Stewart & Cooper. In 1977, he became the first full-time person engaged by the Université de Moncton for its new Faculté de droit, which was established to teach common law in French. Professor Lockyer continued to teach at the Faculté de droit, including an appointment as Dean from 1984 to 1987.
A proud son of a Second World War veteran, he joined the Canadian Armed Forces Reserve in 1963 and transferred to the 8th Canadian Hussars (Princess Louise’s) (Militia) in 1968 where he served with distinction for eighteen years. Professor Lockyer would later return to his regiment to serve as its Honorary Colonel (2016-2024).
From 1983 to 1999, Professor Lockyer held public office beginning with Moncton City Council (1983-1986). Professor Lockyer was then elected as a member of the Legislative Assembly of New Brunswick for the riding of Moncton West (1987-1999), where he served in Cabinet as Attorney General and Minister of Justice, Minister of Supply and Services, Minister of Education, and acting Minister of Economic Development and Tourism. His last Cabinet post was as Solicitor General in 1998-1999. After a fulsome career in provincial elected office, he returned to the Faculté de droit in 2000 where he taught full-time until 2019.
Professor Lockyer remains active at the Faculté de droit teaching courses in trial and appellate advocacy. Widely respected in the field, he taught trial advocacy at Osgoode Hall’s ITAW (2007- 2017) and the University of Notre Dame (2007-2019). He continues to teach trial advocacy to law students at the University of New Brunswick, to members of the Quebec Bar in their “Techniques de plaidoirie” program, and to lawyers in other legal organizations. Professor Lockyer was appointed Queen’s Counsel (1987), was awarded the Canadian Forces Decoration with clasp, and was invested into the Order of New Brunswick (2018). He is a recipient of the American College of Trial Lawyers Award of Merit for his contributions to the teaching of trial advocacy (2008), a recipient of the Lieutenant-Governor’s (NB) Dialogue Award (2009), and the Moncton Rotary Club’s 101 Resilience Award (2022). In 2023, Professor Lockyer was presented with the Distinguished Service Award by the New Brunswick Branch of the Canadian Bar Association.
Professor Lockyer enjoys golf, hockey, skiing, aviation, and music. He resides in Moncton with his wife, the Honorable Brigitte Robichaud. They have two adult children.

Chief Warrant Officer Jeramie Leamon, MMM, CD was born and raised in Port-Aux-Basques Newfoundland. Initially joining the Primary Reserve as a member of the 2nd Battalion, The Royal Newfoundland Regiment, he transferred into the Regular Force in 1991. After completion of basic training and trades qualifications, CWO Leamon was posted to A Sqn, The Royal Canadian Dragoons. Remaining with The Regiment until 2004, he served in multiple positions, highlighted by his time as the crew commander of 12C plow tank. In addition to various Sqn, Regiment,
Combat Team and Bde level exercises, he was fortunate to deploy on various operations including, OP DELIVERANCE to Somalia in 1992, OP CAVALIER in 1994, OP ALLIANCE in 1998 and OP PALLADIUM in 2004, all in the Former Republic of Yugoslavia, Bosnia-Herzegovina.
In 2005, after attending a year of French training, he was posted to the Royal Canadian Armoured Corps School (RCACS) in CFB Gagetown, occupying various positions while instructing on multiple courses that encompassed the various levels of training within the Armour Corps. In 2009, CWO Leamon returned to Petawawa and deployed to Afghanistan with the Operational Mentor Liaison Team as the Operations Warrant Officer. In 2011 he returned to the RCACS, instructing at the Patrol, Troop Warrant and Troop Leader level.
In 2013 he returned to Petawawa and was appointed B Squadron Sergeant Major, which was appointed as the 2 CMBG Recce Sqn and participated in Ex MAPLE RESOLVE 2014 as part of the road to high readiness. In 2015 he was assigned the duties of the Technical Quartermaster. In 2016, CWO Leamon was posted to the Strategic Joint Staff at the strategic level in Ottawa and in 2017 attended his level CBC French course in Petawawa. From 2018 until present he was appointed the Regimental Sergeant Major of the Royal Canadian Dragoons. CWO Leamon was appointed to his new position September 4th 2020.
